Improvement Proposals

Store proposed AI system improvements here before changing upstream-managed rules.

Naming

Use a stable filename such as:

YYYY-MM-DD-short-title.md

Scope

Each proposal must declare one of:

local-only
project-only
upstream-candidate

Workflow

Create a proposal from ../improvement-proposal-template.md.
Record the lesson and evidence.
Wait for Product Owner approval.
Apply the change to the correct ownership layer.
Record durable approved results in ../learning-log.md.
